New Hactl IT system goes live

Hong Kong Air Cargo Terminals Limited (Hactl) – the major air cargo terminal operator at the world’s largest air cargo hub – announced today that its latest generation of Cargo Management System COSAC-Plus successfully went live on 26th December 2011, handling Delta Air Lines flight number DL638 departing at 8:00am.  Phase I of the migration to COSAC-Plus also includes Japan Airlines. The remainder of Hactl’s 100+ airline customers will migrate to COSAC-Plus in further phases in early 2012.

COSAC-Plus represents an investment of HKD240 million (USD31million / EUR22million / GBP19million), the largest single investment by Hactl since the building of SuperTerminal 1. It is the culmination of three years‘ intensive development and testing by a team of up to 160 professionals from IT, operations and technology partners.

COSAC-Plus has also involved the largest single training exercise ever conducted by Hactl, comprising over 350 classes held from August to December 2011, training over 3,500 users from airlines, freight forwarders, government agencies and its own staff. A further 1,000+ users will receive training prior to their respective cutover phases from January to April 2012. In addition, a self-directed Computer Based Training System (CBT) was introduced in September 2011 to help users familiarise themselves with COSAC-Plus. There will also be 24 hour on-site support for up to seven days after each go-live phase.

COSAC-Plus embodies hundreds of improvements in the areas of user experience, functions, features and architecture design. It is multilingual and comes with a full web interface, online help and personalisation capability.  It handles images for the first time, and has comprehensive cargo tracking features. Its modular and open architectural design facilitates e-Freight, ease of customisation, development and integration with airlines‘ own systems.

Says Hactl Executive Director Tan Chee Hong: “We are very pleased with the early positive response from our users and are confident that the rest of our customers will soon find COSAC-Plus makes it easier than ever to work with Hactl. COSAC-Plus is our commitment to continuous investment in improving our IT systems and facilities to provide our valued customers with enhanced security, reliability and efficiency in handling their cargo. We believe COSAC-Plus is one of the most versatile and comprehensive cargo management systems in the world.”

COSAC-Plus has been developed for Hactl by HACTL Solutions Ltd – an independent company established in 2009 to provide full air cargo management solutions for all sectors of the industry. HACTL Solutions is owned by the same four shareholders as Hactl itself.

Wilkin Li, Cargo Service Manager of Delta Air Lines comments: “We have had a long and fruitful partnership with Hactl, based largely on their constant willingness to invest in systems and facilities. COSAC-Plus will further improve the efficiency, reliability and security in handling our cargo which will make it even more appealing to our customers.”

Adds Johnny Chan, Deputy General Manager, Cargo & Mail of Japan Airlines Cargo: “Optimum efficiency and responsiveness to customer demands are essential in this highly time-sensitive industry, and ground handling is one of the areas which has the greatest impact on overall performance. It’s good to see that Hactl continues to provide the strongest possible support through their major investment in the latest technology.”
