TIR carnet: Negotiations of IRU and Russia result in partial success – but the issue still remains

Negotiations of the IRU (International Road Transport Union) and the representatives of the authorities of the Russian Federation taking place in Geneva led to a first, partial success. As a result the TIR carnet can be used to 30 November 2014. Nevertheless the TIR carnet remains an unsolved issue, the Arbeitsgemeinschaft Internationaler Straßenverkehrsunternehmer Österreichs (AISÖ) says alarmingly in a press release.

Due to the short notice of the prolongation on part of the Federal Customs Service of Russia (FCS) problems may still occur in handling transportations with TIR carnets in the coming days.

On 29 May 2014 the supreme commercial court of the Russian Federation announced that limitations to the validity of TIR carnets are illegal on Russian territory. The limitations which had been introduced since the Russian customs authority had unilaterally terminated the safety agreement, are against the standards of the customs union and against Russian customs law – the supreme commercial court stated.
