Stricter constraints on international road freight traffic in Hungary

From May 4, 2014: Hungary to fight illegal transport activities by new obligations for road freight transport

AISÖ, the Austrian association of international road hauliers (Arbeitsgemeinschaft Internationaler Straßentransportunternehmer Österreichs) is calling attention to the modified conditions for international truck transports with points of departure or arrival in Hungary in a press release. The new regulations will become effective from May 4, 2014, and are intended to keep entrepreneurs and clients from illegal transport activities in Hungary.

Therefore, an amendment to the governmental decree N° 261/2011 (XII. 7.) about road traffic was issued on April 4, 2014. Accordingly, recipients/shippers in Hungary and internationally operating transport enterprises will have to comply with the following regulations:

•    When entering Hungary the carrier has to specify the exact date and time (day, hour, minute) and the mileage for approval/license or enter in the booklet accompanying the ECMT permit to Hungary. In the absence of information or the lack of the permit/license or invalid permit documents, massive fines impend.

•    The carrier has to present the licence or approval to the recipient/shipper at the Hungarian point of loading or unloading. The date and time of loading and the copy of the approval/licence and the mileage have to be registered and kept for at least one year, in order to be able to present them to the authorities upon demand. Also for the Hungarian recipient/shipper fines impede if these obligations are not met.
