Problems with grain transports by truck in Italy

Strict inspections of Austrian grain carriers through registration to the Albo Nazionale by Italian authorities

The Austrian consortium of international road carriers (Arbeitsgemeinschaft Internationaler Straßentransportunternehmer Österreichs – AISÖ) was informed on 4 May, about the current inspections of grain transports in Italy, carried out at delivery points such as mills. Unloading can be denied or trucks might be confiscated.

The reason therefore is, that according to the Italian authorities, transport companies registered in the Albo Nazionale (Italian Register of Environmental Operators, required for waste transport), are not allowed to transport food.

Chapter IV of the VO 852/2004 on food hygiene contains requirements to the transport, including the following provisions:

• Transport boxes and/or containers used to transport foodstuff must be kept clean and maintained in order to protect food from contamination and must, if necessary, be designed and constructed to permit adequate cleaning and/or disinfection.

• Transport boxes and/or containers must exclusively be used for the transport of food, if there is danger of contamination.

• If transport boxes and/or containers were used for the transport of other goods than food, or different kinds of foodstuff, they must be cleaned carefully in order to avoid any risk of contamination. It must be documented which goods have been carried, and if the required cleaning was effected.

So far AISÖ has not been able to know to which legal norm Italian authorities are referring to, and how these means of proof must be provided, so they can be recognised by the authorities. The consortium is currently examining the legal situation in Italy and advises concerned companies to take caution until further notice.
