Russia: Still tense situation in the TIR carnet procedure

Federal Customs Service of the Russian Federation do their own thing when it comes to the application of the TIR carnet procedure for international transport

„Despite the extension of the treaty on the application of the TIR procedure in Russia with the guarantee association ASMAP the Federal Customs Service of the Russian Federation is still demanding a additional security apart from the TIR carnet. The TIR carnet can only be used without additional safety for entrance to the Russian Federation via the customs districts Vyborg, Karelia and Murmansk of the customs administration North West,“ informs the association of international road hauliers of Austria (AISÖ).

Furthermore, according to the information from business circles also transit under TIR carnet through Russia to Kazakhstan is possible at the entrance via Belarus without further national security.

Besides, the transport of goods under the TIR carnet to the Russian Federation via the customs offices of the central customs administration (all central regions of Russia), the Far East, Siberia, the Ural, the Volga region, the customs offices Pskov, Sebezhsk and Kingissepp of the customs administration North West and the airports Domodedovo, Sheremetyevo and Vnukovo require the TIR carnet and national security. This affects at least 95 per cent of all Russian customs offices.

As previously reported, on November 30, 2013 the Federal Customs Service of the Russian Federation (FCS RF) had officially confirmed that the contract with the national guaranteeing association ASMAP on the application of the TIR Carnet procedure in Russia until was extended to July 1, 2014. In accordance with the TIR convention, the Russian customs authorities must therefore continue to accept and manage TIR carnet at the Russian borders also after December 1, 2013.

In a statement dated December 3, 2013 the European Commission emphasises that the FCS RF has not withdrawn its demand for additional security with transport under TIR carnet, which had been expanded successively to the entire Russian Federation (RF) since September 2013, with the exception of the Russian-Finnish border.

In the meantime, both the TIR Executive Board, the highest authority on the application of the TIR carnet procedure, and the EU Commission have called on the Russian government to withdraw these restrictions on the TIR convention with immediate effect. Moreover, the EU Commission has recently published detailed information about the Russian shipping method that can be used as an alternative for transit through Russia.
