Russia-transportations: TIR system prolonged to June 1, 2014

Thanks to last minute agreement in TIR carnet-conflict: for the present everything remains as it was for European carriers operating in traffic with Russia

A favourable agreement has been reached at the last moment in the conflict going on for months between the Russian customs authority and the Russian Association of International Road Transport Carriers (ASMAP) about the further application of the TIR system procedure. Thus, transport to and through Russia will be further carried out under TIR Carnets until June 1, 2014.

As the German Association of Freight Forwarders and Logistics Companies (DSLV) announced an agreement has been reached in the TIR Carnet dispute between the Russian customs authorities and the national guaranteeing association ASMAP at the last minute. At a conference in Moscow with participation of high-ranking representatives of the Federal Customs Service of the Russian Federation (FCS RF) Federal, various ministries, the ASMAP and the International Road Transport Union (IRU), it was determined that the TIR carnet procedure will further apply in Russia throughout December 1, 2013.

Until June 1, 2014 the Russian customs authorities and the ASMAP have to find a solution to the encountered problems and unresolved issues. The DSLV welcomes this „last minute-agreement “ in the interest of the German freight forwarding and logistics industry.

For the affected business community, this result means first and foremost a normalisation of traffic with Russia with regard to customs clearance until June 1 of the next year. „It is to be hoped that the Russian customs authorities are also willing to resume the previously practiced TIR Carnet procedure without further restrictions from December 1, 2013,“ appeals the DSLV in a press release.
