Validation of companies as “known shipper“ is becoming acute

Transitional period for validity of safety declaration of known shippers of air freight ends on 28 April 2013
 
Due to the creation of officially authorised “known shippers“ based on the EU regulation N° 185/2010, enterprises who handle air freight are about to face radical changes. In order to be able to ship goods fast and secure by air freight in future as well, shippers have to be validated through the independent validation department Sequrity Sicherheitstechnisches Zentrum GmbH, according to the order of the Ministry of Transport, Innovation and Technology as Austria’s principal civil aviation authority. 28 April 2013 is the end of the transitional period for the validity of safety declarations of known shippers.
 
Companies that are not validated as “known shippers“ by the Sequrity company before 28 April 2013, will be “unknown shippers“ in the future and will have to let their air freight be screened, e.g. with an X-ray device or by opening the packaging in the frame of the control with explosive trace detectors (Sniffer test). This will lead to longer waits at the airports and increase costs for air freight shipping. Costs for security screening are currently ranging from EUR 0.14 to 35 per kilogram.
 
As the experience with validations of “known shippers“ shows, the whole process from application to registration in the EU database takes about six months, depending on the size of the company, as Sequrity Sicherheitstechnisches Zentrum GmbH announces in a press release.
 
To be given the status of a “known shipper“ before 28 April 2013, application for the validation has to be made soon. The applications are proecessed according to their submission date. It can be expected that more applications will be made in the second half of the year, and as a consequence there might be delays in the validation process.
