Russia: TIR procedures continues in most regional Customs offices

TIR guarantee restriction in Russia should only apply to Siberian and Far Eastern regions
 
The International Road Transport Union (IRU) has been informed that all Russian regional Customs offices have been instructed by the Head of the Federal Customs Service (FCS) of the Russian Federation, Mr Belyaninov, that the additional guarantee measures foreseen by the FCS RF shall only apply in the Customs offices “subordinate to the Siberian and Far Eastern regional Customs Departments”.
 
The IRU therefore counts on TIR procedures continuing without interruption in full respect of the TIR Convention in all other Russian customs offices. “Nevertheless, practical problems cannot be excluded as from tomorrow at any Russian border”, they announce.
 
Transport operators driving to, from and across Russia are therefore still encouraged to read and, if necessary, use the IRU recommendations published last week, in case TIR Carnets are illegally refused by some Russian Customs officers.
 
The IRU has prepared practical recommendations to ensure that transport operators and drivers conducting TIR transport to Russia can defend their legal rights, if the illegal and unfounded decision by the Federal Customs Service of the Russian Federation (FCS RF), dated 4 July 2013, enters into force as planned on 14 September 2013. TIR transport to Russia should be respected by all Customs officers, as the provisions of the UN TIR Convention still fully apply to the territory of the Russian Federation.
