The end of the TIR carnet system in Russia

No resolution in sight for the issues about the impending termination of the TIR carnet procedure with Russia from December 1

At the start of this week the International Road Transport Union informed about the impending danger of termination of the TIR carnet procedure in Russia effective December 1, 2013. Also Russian trucks will no longer be able to drive under the TIR carnet. IRU intends to communicate the final decision and further details before the end of this week.

In their mailing the International Road Transport Union (IRU) emphasises on the extremely critical situation in the combat to maintain the TIR carnet systems with Russia also after December 1, 2013. Despite five months of negotiations with the Federal Customs Service of the Russian Federation about solutions for the TIR carnet conflict, and the decision of the Supreme Arbitration Court of the Russian Federation from October 14, 2013, declaring the customs authority’s measures from July 4, 2013 illegal, the FCS RF still refuses to agree on a new guarantee with the national guaranteeing TIR carnet association in Russia (ASMAP).

Therefore, there is a great risk of termination of the TIR carnet system in the Russian Federation effective December 1, 2013, 00:00, if no solution will be found in the few remaining days. In this case, TIR carnets are no longer recognised as valid tariff guarantees by the Russian customs authorities for Russian territory until further notice.
