Kapsch counts on Quehenberger Logistics for toll project in Belarus

Quehenberger Logistics manages logistics for the new toll system in Belarus as partner of Kapsch

Quehenberger Logistics has started works for a new major CIS-related project. As a partner of Kapsch the company is responsible for the logistics for the set-up and operation of a national toll system in Belarus. The Austrian electronic toll systems specialist Kapsch has been awarded the order for the construction and operation of the national toll system, Quehenberger Logistics is responsible for all transport and the ongoing management of on-board units (OBU) for HGVs and cars which use motorways in Belarus. The contract has been operational since the beginning of the year and was signed for two years.

The Republic of Belarus – roughly three times the size of Austria with approximately 10 million inhabitants – will introduce a toll for lorries, buses and cars outside the Customs Union (Belarus, Kazakhstan, Russia) on a first section of its roughly 3000 km long network of motorways and trunk roads with effect from 1 July. The European Magistrale, which runs from Berlin to Moscow via Brest and Minsk, is one of the roads in the network. The system is being set up by Kapsch.

Quehenberger Logistics‘ services include the international transportation of materials and equipment for the stations along the toll roads. The material predominantly comes from Austria. Furthermore, the entire customs clearance operation is handled by the Salzburg-based logistics provider.

The handling of the OBUs which every lorry, coach and foreign car needs to carry from 1 July is quite more complex. Quehenberger is taking care of the procurement and storage and management of these highly sensitive devices throughout the contract period. They are transported to Belarus – with relevant security – where they are stored centrally in a Quehenberger warehouse. As the equipment needs to be personalised for the respective user, i.e. needs to be assigned a certain identifier, Quehenberger Logistics is establishing its own infrastructure for the management thereof. Finally, the OBUs are dispatched to the approximately 40 sales points in Belarus, domestic and foreign vehicle owners, predominantly in Poland, Russia and the Baltic states. A special, coated packaging is necessary to ensure the OBUs do not receive signals during transportation.

This order gives Quehenberger Logistics an opportunity to prove its all-round logistics competence. “We have been operating successfully in Belarus for 17 years and offer the necessary breadth of logistics services,” COO Klaus Hrazdria reports, thrilled with the trust placed in the company. One of the occasions Kapsch and Quehenberger Logistics tested this cooperation was when a motorway toll was introduced in Austria in 2004.
